Do you not have an equivalent of Customs & Excise you can report them
to? When I have problems with people "delaying" giving me VAT invoices
(to allow me to claim the VAT back), I just give them the "7 days or
else I'll call Customs & Excise" line. Nobody wants a visit from the VAT
man; it works a treat!
